Herr Liebknecht, heading a procession of two thousand people tnrough Hasenheide, protesting against dear meat, was arrested for refusing to cause the crowd to disperse, but he was afterwards released. The agrarian organs loudly protest that the new Concession Bill enables the local authorities to import frozen mutton equally with fresh meat, but that frozen beef is excluded. HEAVY STORM ON THE FRENCH COAST. (Received 1, 11 a.m.) Paris, September 30. A heavy storm is raging on the coast, particularly at N a zaire, whore the quays shipbuilding {.locus were ravaged. Tho stocks on which the battleship France is being built were partially destroyed. A number of wrecks are reported. GUNPOWDER PLOT. Federation workmen at the Government powder works have issued a memorial assorting that there are still 800,000 kilogrammes of old powder, and protesting against the possible adoption of nitro-glycerine, which has a most deteriorating effect on guns. TEST OF MOBILISATION. St. Petersburg;, September 30. It is semi-officialfy stated that the mobilisation is a test, no horses being mobilised. Tho mobilisation was arranged last spring, and is confined to two Vistula governments. ASSOCIATION OF FREE WORKERS (Received 1 1, 11.10 a.m.) London, September 30. A conference at Bradford established a National Association of Free Workers, with a quarterly subscription of sixpence in the event of accident or of molestation during the exercise of the right to work.
