Lord Roberts, speaking at Norwich, said that the navy must lie considerably increased and the army made sufficient in numbers and efficiency to free the navy from the necessity ot being tied to British shores. Compulsory training was the only chance of holding our own against tho highly-train-ed foreigners. This was the only system fair bo rich and'poor alike. Tho recent naval manoeuvres showed clear ly that it was possible for transports to elude a defending licet and land i; considerable force.
