The Turkish delegates then proposed that Tripoli and Cyrenaiea should remain under the Suzerainty of

the Sultan, whom Sheiker Senussi re presents, Italy having military aiu civil administration at Belgrade. Basic; has formed a Cabinet of old Radicals.
