Yuan Shih Kai addressing the Advisory Council, emphasised the necessity of strengthening the relations between foreign nations, reform of land taxation mining regulations, currency the introduction of uniform weights and measures, and the employment of foreign experts to deal with finance and agriculture. The Government is negotiating with the Powers to increase the customs and also the reduction of export duties.
