4 BILL TO PROVIDE FOR IT IX SCOTLAND. READ A SECOND TIME. (Received 3, 8.5 a.m.) London, April 2. In the House of Commons the Temperance in Scotland Bill was read a second time. It provides for local option. Thirty per cent, of the electorate is required to vote for limitation of licenses and a three-fifths majority is neefcssary for prohibition. ■ ; . , J 111 ’ I >: >- I .
