The “Baersen Courier” states that Hcrren Hollwek and Maechter believe Mr Churchill’s speech forms a basis for the purpose of negotiations with Britain. ' ' \\ Admiral von Tripitz opposes the limitation of armaments until the widening of the Kiel Canal is completed and the Kaiser agrees with him, regarding the speech as an attempt to interfere with German affairs.
