SMALL AN GLO-R U SSI A N LOAN OFFERED. RESTORING ORDER. Teheran, February 20. The Anglo-Russian Note offers a loan of two hundred thousand pounds. A considerable portion will bo expended on gendarmerie, and Britain’s quota will be expended in restoring order in the south. WHAT ABOUT THE TROOPS? Teheran, February 20. The Anglo-Russian Note does not mention the withdrawal of Russian troops.
