The “Herald,”" referring to the cable that America would not compete for the Davis Cup outside America, states that the regulations governing the contest will have to be altered by two-thirds of the nations which have competed. If it returned to America by legislation instead of by conquest it would bo only Dead Sea fruit. It was hard to believe that America put forward such a suggestion.
