Caillaux assured the Senate Committee; on his word of honour, that the newspaper allegations that while Finance .Minister in the Mouis Cabinet ho conducted irregular pourparlers with .Germany unknown to his colleagues, President Fallieres or M. Jules Gambon, was untrue. M. Clemenceau and M. Bourgeois pressed M. do Selves to say whether he was able to confirm M. Caillaux’s statement. M. de Selves said that he could not reply, for lie owned a double duty to tnith and to the country’s interest. The remark caused a sensation, M. Clemenceau declaring; “You may say this to anyone else but me, because you informed mo to the contrary.” M. de Selves replied: “Yon must have misunderstood mo.” The committee immediately adjourned. Dclcasse, Minister for Marine, succeeds M. Deselves, as Minister for Foreign Affairs. MINISTRY OF MARINE. (Received 11, 11 a.m.) Paris, January 10. The Bourse is weak. M. Poincare refused tuo portfolio of Foreign Affairs, but M. Dclcasse has accepted on tho condition that a Minister of Marino will he appointed who will pursue his policy. Admiral Germinet has declined the portfolio of Minister of Marine. THE MINISTRY RESIGN. (Received 11, 11 a.m.) Paris, January 10. The Ministry has resigned.
