ABROGATION OF THE RUSSIAN TREATY.

Now York, January 1. The President, addressing a peace banquet, answered the charge of inconsistency in the United States’ refusal to arbitrate in the present difference with Russia. Mr Taft declared that a treaty which was suitable to 1832 was no longer suitable io present conditions. I'ho best way was to abrogate the treaty and contract a new one. If ever anything ought to bo submitted to arbitration* it should be questions affecting personal and national honour. Referring to the United States’ refusal to arbitrate on the Monroe Doctrine, Mr Taft defended the attitude on the ground that the doctrine was not a justifiable question under the terms of the Anglo-American treaty. Hundreds of policemen guarded the President. Great excitement prevailed at flio banquet in view of Mr Taft’s attitude, but everything passed off successfully.
