A PAPAL DECREE.
DEALING WITH SUITS AGAINST ECCLESIASTICS. A STRINGENT PROVISION. (Received 22, 10.30 a.m.) London, December 21. The text of the Papal decree recently mentioned ordains that any layman summoning an ecclesiastical person in any layman’s tribunal without permission of the ecclesiastical authority, will incur excommunication.
