(Per Press Association.) Dunedin, August 3. Tho Clydesdale Horse Society of Now Zealand was formally constituted to-night and the office-bearers elected. Mr. Brakes, Ciiief Government Veteiinariau, in an address, intimated that he was drafting a Bill for Parliament for tho prevention of hereditary unr.ouudness in draught stallions. This provided for licensing stallions and a yearly inspection coming in gradually. The Bill covered bone spavin, ringbone, navicular disease, roaring, shivering, stringhalt, and bad feet, a dissatisfied owner to have tho light of appeal to tho Chief Veterinarian.
