GERMAN TRADE UNIONS.
Berlin, Juno 27. The Congress of German trade unions at Dresden was attended by •100 delegates, representing 2,276,000 members. Herr Logreu, the president, stated that 411 O' strikes and lock-outs occurred. in 1910, involving 348,000 workmen, and causing a strike expenditure of £923,000. German employers are altering their tactics, which before were defensive, but now are aggressive, their main aim being to arrange wage contracts so as to expire simultaneously in a number of different trades. Thus it will be .difficult for employees to resist dictation regarding conditions of ronoSval.
