BAN ON TRANSFER OF PAPER
New Control Notice
(P.A.) WELLINGTON, October 29. “To consolidate the position of supplies of paper it has been found necessary to revoke the Paper (Newsprint) Control Notice and replace it by the Paper (Supply and Importation) Control Notice which has just been gazetted,” the Minister of Supply, the Hon. D. G. Sullivan, stated tonight. The new notice prohibits the sale, delivery or lending or other transfer of any newsprint, printing or writing papers without the written consent of the Factory Controller. Mr Sullivan said the building up of paper stocks by any private user in excess of three months’ supply would not be permitted in future. This would not hinder any arrangements for establishing reserve stocks either by the Government or by wholesale paper merchants. At present no such reserve existed in New Zealand.
Any consent given before the new notice still held good, and action was liable to be taken for any offence under the original regulations. Paper not exceeding 13J- by 81 inches or the equivalent area was excepted. The idea of the new notice, the Minister added, was to give a more comprehensive control of the paper position so that the utmost essential use could be made of all paper.
