The New York Times Stockholm correspondent says the exceptionally high losses of German subalterns, plus fears for the morale of the Army in the forthcoming winter, have inspired Hitler to issue an ordinance today enabling any illiterate, but reliable, young Nazi to become an officer. The emphasis in the ordinance is on loyalty to the National Socialist Party and its leaders and it indicates that officers henceforth will be recruited among the tough Nazi youngsters, whose main qualifications are the party ticket and vocal worship of Hitler.
