Pope Gives Special Powers WASHINGTON, October 6. Pope Pius has conferred on the American Catholic Church for the first time in its history power to function as the Sacred Roman Rota, which is the Church’s highest judicial tribunal. Authority has been granted for three years because of toe difficulties of war-time communications between the America and toe Vatican. The great bulk of Rota cases involve questions of matrimonial validity. These will now be decided in America.
