The Nanking Government has formally protested against the exploitation of shale in connection with the Fusbun colliery operated by the South Manchurian Railway, claiming that the extraction of oil is an infringement of Chinese sovereignty. It has demanded immediate cessation.

The Japanese claim rights in connection with the by-products of lhe coal mine. Immense sums have been invested in the development of the works, which are now approaching a paying basis and will benefit the navy, to which oil is a vital necessity. "
