REFUSAL TO RETURN TO RUMANIA MADAME LUPESCU THE BARRIER (Rec. 11.5 p.m.) Paris, January IS. Prince Carol, after a dramatic interview with King Ferdinand's emissary. Issued a statement that he realised that Ferdinands love and affection prompted the invitation to return to Rumania, but he could not comply on the conditions that he severed relations with Madame Lupescu.—A. and N.Z.
