DOMINIONS AND Till’. ADMIRALTY. A 19IS MEMORANDUM. (By Telegraph.—Press Assn. —Copyright.) (Reuter’s Telegrams.) OTTAWA. June 15. In the House of Commons, the Hon, C. L. Ballantyne. Minister of the Navy, in intro during the civil e> dm at e.->. outlined the negotiation' between the dominion and the Admiralty regarding naval defence. The Minister said that following the Imperial War (Tnferem-p in ID IS, the dominion Premiers Mibinilted a memorandum declaring that the proposals in the previous .Admiralty memorandum for a single navy at all times under a central naval authority were not, considered pracl leablo. the experience of the war had shown that a dominion navy, .-.itch a* Australia possesses, could operate with the highetl cHieieiiey as part of a united navy under one direction. The memorandum concluded : "As the naval forces of the oversea,- dominions romp to be developed it might be necessary hereafter to consider the establishment for war purposes of a supreme naval authority, in ;’oniin’ii-n wi'h which the Admiralty ami the dominions would be represented. ’
