HOWIE RULE BILL, SUGGESTIONS TO THE CHIEF SECRETARY. (By Telegraph.—Press Assn.—-Copyright.) 1 Australian and N.Z. Cable Association.) LONDON, May 24. A deputation of responsible people interested in the settlement of the Iriah problem interviewed the Acting-Chief Secretary (Mr U‘. H. Long) at the House of Commons and expressed their belief in the Govern ment’a good intentions, but asked for generous amendments of the Home Rule Bill by which fundamental unity would be more clearly asserted. The deputation was of opinion that the Irish Parliament should include bi-cameral legislatures for both divisions of Ireland, of which the Upper Houses of each would const irute a Council of Ireland invested with wirier unreserved powers than at present provided. It was suggested that the amount of the Irish contribution to the Impen d Government be left to the Irish Ingi.-huiires as in the dominions. The deputation suggested other alterations by which the status of Ireland would more closely resemble that of the dominions. Mr Long, replying, showed, that the Government's task was rendered more difficult through lack of criticism owing to absenting Nationalists and the withdrawal of Labourites from the House of Commons. He also refened tn the increase of crime in Ireland. Mr Long said that Englishmen were liable to regard concessions to Irish opinion as yielding to the forces of outrage. He undertook to submit the deputation’s proposals to the Cabinet.
