LORD BLYTH’S ADVOCACY. (Sydney Sun Cable.) LONDON, April 29. Lord Blyth, following the example of the late Sir Hcnniker Heaton, is advocating a universal two-penny post, which will mean cheaper post to ' America and dearer to France.
