The committee appointed to inquire [ into the cause of the increased price of 1 coal, have attributed the rise in price to the increased consumption solely. The Queen promises to encourage arbitration and the adoption of international rules whenever an opportunity arises. Her Majeßty has consented to the official announcement of the Duke of Edinburgh's marriage. The City of Washington steamer waa wrecked near Halifax. The Khan of Khiva has submitted himself to the Russians, and the Russian General has reinstated him, and appointed a new Government, abolishing slavery.
1 France has prolonged the commercial treaties with England and Belgium for three years. M. Thiers advocated a single commercial treaty with all foreign powers. The French Government have resolved to send Rochefort to New Caledonia. He will leave France at the end of the month. In Spain the Carlists have been dispersed by the Republicans. The latter took 1000 prisioners>, who are to be tried fo» treason. Don Carlos has entered with 10,000 troops, and is marching on Bilboa.
