QIR, — We the undersigned Electors of the O Makarewa District, having marked with satisfaction your support of His Honor the Superintendent during the late session of the Provincial Council, and being satisfied with the attention you have always shown to the special interests of the Southland District, respectfully request that you wili allow yourself to be nominated as a candidate for the representation of the district of Makarewa in the Provincial Council. GENTLEMEN, — Tt is with much pleasure I accede to your request to allow myself to be nominated as member for the Makarewa District in the Provincial Council. This mark of your confidence in present cireum stances is the more gratifying as I look upon it as indorsing the action lately taken by His Honor the Superintendent and the Tolmie Executive, and should I again have the honor of being returned as your representative, I need scarcely say, that whether a member of the Executive or not, the interests of Southland will not suffer through any want of attention on my part. As an earnest of the future I may perhaps be allowed to refer to some of the items previously obtained mainly through my instrumentality, viz., £780 for road from Invercargill to Mataura bridge ; £250, Invercargill to Winton ; £390, Winton to Kingston ; £230, Invercargill to Campbelitown; £300, Wallacetown to Riverton ; £200, Invercargill to Hirerton ; £1500, Makarewa bridge ; £600, Waihopai bridge ; £500, Winton fco Benmore ; telegraph to Winton j reduction of railway fares and freights to nearly one-half ; shelter sheds for the various crossings on the Oreti line of railway ; a registration district for the interior of the country for births, marriages, and deaths, of which Winton is the centre, with registrar residing there ; road from Winton to Wrey's bush ; a line of raUway from Winton to the Nightcaps coal-fields, now under survey, and for the construction of which the Government have a tender at the rate of £3000 per mile, everything complete, including engines, carriages, &c, payment to be made in cash or land afc the option of the Government ; if the latter afc the rate of 20s per acre, and the workß to be executed to the satisfaction of an engineer appointed by the Government. The same party has also tendered for the construction ot a railway through the centre of Seaward Bush, from west to east, ani on the same terms There are also large sums on the Tolmie Government Estimates for opening up and connecting the interior of the country, and for this purpose it is intended to build two b:*i*ges over the Oi-eti, north of Winton, two over the Aparima, and one over the Waimatuku j also a large sum for rendering passable the road from Riverton to Halfway -Bush, by Wallacetown and the Junction Hotel. These works alone involving an outlay of about £10,000.

As the circumstances which preceded and led to the dissolution of the Council have been variously represented, or rather misrepresented, I shall give as brief an explanation as possible, premising that most of the electors have by thia time perused the Superintendent's opening address, and those written by him since the dissolution. On Dr Webster's moving an amendment to the same effect as Mr Reid's want-of-confidence motion, the Tolmie Government intimated their resignation, and recommended His Honor to send for Mr Reid. He (Mr Reid) proposed an Executive which the Superintendent declined, upon which he intimated to His Honor that he could not form a Government. Rather than that the business of the country should come to a deadlock, a Coalition Ministry was suggested, and with the view of carrying this into effect, both parties held meetings, in separate apartments. The Tolmie party appointed three members to confer with an equal number of the other side for the purpose of naming an Executive that would be agreeable to His Honor, and have the confidence "of the Council and the country. This proposal was sent to the Opposition, and in reply the following questions were put by them :— • First, " That Mr Reid be requested to ascertain from Mr Tolmie whether he or any of his friends had any authority from the Superintendent to form an Executive," to which the following reply was sent: — "That neither Mr Tolmie nor any friend had been requested to form a Government." Secondly — Mr Reid was to inform Mr Tolmie " That the meeting would be prepared to consider the proposal in the event of the task of forming an Executive being entrusted to a member of his party," the reply to wliich was, " That in the event of the conference agreeing to a certain number of gentlemen to form the Government, His Honor's advisors will recommend him to send for one of Mr Reid's party, who should be entrusted with tbe formation of the Government named by the conference." To that there was no reply, although the Tolmie party waited for upwards of an hour. In these circumstances, the Executive recommended Hia Honor to send for Dr Webster, in the hope that a Government might be formed to satisfy both parties. Tho Opposition, however, again refused, upon which the Superintendent determined to ask the Governor for a dissolution. I shall be happy to givo any such additional information as may be considered necessary at the nomination on Friday first, at Wallacetown, when I hope to have the pleasure of meetiug as many of the electors as may be able to attend.
