The Superintendent's address at the opening of the Provincial Council on Tuesday last, appears in extqnso in our issue of this morning. His Honou deals with a great variety of subjects, and furnishes a number of details tending to show that the Province is in a satisfactory position, and has made considerable progress during the past year in material prosperity. The most interesting prirt of the document, to Southland readers, isthat in which a proposal to complete the connection between the Clutha and Mataura railwavs,attheexpenseof the Province, by the sale of land, is detailed. The document is evidently from the pen of His Honor the Supeeintendent. It haß been adopted, however, by the Executive, according to " constitutional" practice, as their manifesto at the opening of the session. The exceedingly mild reference to the change of Executive during the recess, if intended to ditarm Mr Donald Reid's hostility, appears to have failed to accomplish that object, as it will be seen from our telegraphic intelligence that that gentleman has lost no time in moving an amendment on the addresß in reply, with the view of unseating the Executive, on the " constitutional question" of the manner of their appointment. The debate was expected to bo concluded at a late hour. last night, and it was generally considered that tbe result would be the defeat of the Executive, in which case Mr Reid will doubtless be "sent for," and it will be his duty to submit a freih programme of policy for the consideration ot the Council. Until this momentous question is decided, it is obviously ' unnecessary to discuss the details of the proposals contained in His Honor's address.
