M. Thiers's message gratefully dilates on the progress of the work of recuperation. The present deficit ia stated at. 132 millions of francs, but the budget of 1873 ia expected to.be equalised, while in 1874 a" surplus is anticipated. M. Thiera forcibly appeals to the Assembly for the maintenance of order, to secure the definite establishment of a conservative republic. France needs repose, and an orderly public will. inspire confidence, and surround France with friends. The decisive moment for the organisation of the constitution has arrived, and the President hopes that the work will be completed in such a manner as will be both lasting and endurable. He leaves the initiative to the Assembly. There has been an immense destruction of woo] at the Boston fire. The stringency of the English money market continues unabated. The French Assembly has decided ta select a committee to prepare a reply to the President's message. It is expected that the result will be an early dissolution. The London School Board has adopted a resolution for establishing special schools for ragged children. Admiral Milne, X.C.8., succeeds Admiral Sir Sydney Dacres as first senior Lord of the Admiralty. Foreign Governments decline to support the Zanzibar expedition for the suppression of the African slave trade. London, Not. 15. The wool sales will commence on the 2lst The arrivals to date amount to 6000 bales. The burning of 25,000 bales, partly Australian, at Boston, is expected to cause an advance. The Firebrace divorce case has been revived. The Europe, from Sydney to St. John's, has been totally wrecked. The Scottish and Australian Investment Company has declared a dividend of ten per cent., and the Trust and Agency of Australasia a dividend of ten per cent. Arrived. — Newcastle, from Melbourne. London, Nov. 16. The Pensbalf colliery in Staffordshire has been flooded and 22 miners killed The trial of the Tiehborne claimant will probably be postponed until the Hilary term. Eight million pounds of wool have been burned in the Boston fire. The "Right and Centre of the French Assembly have resolved to coalesce. It is stated that the Emperor of Germany will create life members of the Herrenhaua to carry out the proposed reforms. Severe inundations have taken place ia the North of Germany. The steamer Bulli and the ship Syracuse have sailed for Sydney ; and the Kennie, for Queensland, with 341 emigrants. The telegraphic banquet in in© Can-non-street hotel on the loth was a great success. Over 320 were present. Earl Kimberley presided. The chiirinan read telegrams from the Australian colonies and >an Frani-isco. A letter was read from Mr Gladstone regretting hia absence. Eight toasfs were proposed, viz, the Qu^en, the Koyal Family, Telegraphic Enterprise, British Telegraph ( fficers and Service, the Prosperity of the Colonies, the Guests, and the Ladies. During the evening the chairman exchanged messages with South Australia which were transmitted in two hours and a quarter. A special commendation was pronounced on South Australian energy and enterprise. The toast of the Integrity of the Empire evoked tremendous enthusiasm. The speakers were Earl Kimberley, Mr Dutton, Agent-General for South Australia; Mr Dai n tree, Agent-General for Queensland ; Sir Jobn Peuder, Lord Houghton, and Messrs Daryal Babbage, Knatchbull Hugessen, S; rang ways, Cunard, Edward Wilson, Al' Arthur, M.P., and Sir James Anderson.
