Colonel Hawes has been appointed an aide-de-camp to the Queen. The Staffordshire colliery engineers have commenced a strike. The weather is excessively rainy. Disastrous inundations have taken place in the midland counties of England, and in France and Italy. London, Oct. 29. Admiral "Randolph succeeds Commodore Stirling in command of the Australian station. Mr Sedgwiek Cowper has been appointed secretary to Mr Tallerman's meat company. Large contracts have been taken for Australian meat, deliverable in 1&73. London, Oct. 30. The Australian September mail was delivered in London on 28th inst. The Bishop of Winchester (Dr. Wilberforce), in presenting the prizes gained at'tbe Oxford local examinations at the London University, expressed an opinion that the examinations, as they were at present conducted, would have} a great effeciTon the future moral history of the country. Mr Samuel Laing, formerly Finance Minister in India, is a candidate for the representation of Orkney, vice Mr Frederick Dundas, deceased. Obituary. — Lord Kinloch (Scottish Lord of Session}. Lodtdoit, Nov. 1. The conditions of the Anglo-French Treaty have been published. The tariff of 1860 is to be maintained, with the addition of compensatory duties equivalent to the French taxes on raw materials. The differential shipping dues are to be abolished by England, and, in return she obtains complete freedom respecting coal and other imports and exports. France may with the assent of England, augment the duties after six months' notice. The treaty is to remain in operation until the expiration of the Austrian treaty in 1877, vrhen England will enjoy the treatment of the most favored nation. Admiral Randolph's appointment to the Australian naval station is contradicted. The banquet to celebrate the opening of telegraphic communication between England and the Australian colonies is fixed for 15th inst. The Earl of Kimberley, Secretary of State for the Colonies, presides. An exchange of messages with the colonies will probably be arranged for the occasion. The steamship Atrato is docked at Beyham, and the emigrants are at the depot, where they will undergo three weeks* detention. The Auckland September mails via California were delivered on the 30th October. The steamer Bulli has cleared for Sydney. "Wool is firm.
