The King has increased his popularity by calling Zorilla to office. Zorilla's programme promises to reduce the expenditure, to rigidly keep faith with the public creditor, to restore liberty of the subject, to secure universal liberty of conscience, and to abolish the conscription. He will endeavor to form a plan for reconciliating Cuba, and will entrust Madrid to the National Guards and volunteers.
