LATE TELEGRAMS.
London, May 18 to 25. The New York Herald, Tribune, and World, severely censure the course adopted by the Administration regarding the indirect claims. The American Hawkers' Corporation have petitioned the Senate to ratify the supplementary article to the Washington Treaty. The Herald and Tribune urge its rejection. The Dominion Parliament has voted the Canadian clauses of the Treaty by a large majority. The House of Representatives has referred to the Foreign Committee of the Senate the resolution of General Butler, declaring that the recent statement of Sir Stafford Northcote,that the promise given to the British Com nisßioners, that the claims for indirect damages would not be presented, impugned the faith of the American Commissioners. The House asks President Grant if the statement is true, who gave the promise, and if the Senate will be influenced thereby. The Foreign Committee has reported favorably on General Butler's resolution. The supplemental article was debated in the Senate on the 23rd and 25th. The Senate ratified the article by 42 against 9. The members absent and not voting were 21. The Burmese Embassy declined an audience with the Pope because of the conditions imposed upon them. Captain Racehia accompanied the embassy. The Carlist insurrection in Spain continues. Fresh bands of insurgents are appearing in the place of thosa dispersed or subdued. The Minister of Justice at Berlin has issued a decree threatening measures against Bishop Ermeland, unless he publicly retracts the sentences of excommuni- 1 cation pronounced. The majority of the Tichborne tenants disavow any connection with the recep- j > tion of the claimant at Alreaford. j
The early retirement of the Duke of Argyle is rumored, in consequence of illhealth. Lord Dufferin is his probable successor as Secretary of State for India.
