The financial affairs of the Empire are in a flourishing condition. The commercial treaty with Portugal has been sanctioned. The German Roman Catholic Bishops are about to assemble to concert measures with reference to the .attitude of the Government. Prince Bismarck proposes to summon an International Congress to discuss the present postal arrangements of the world. Betel and Tibkecht, Socialists, have been convicted of high treason, and sentenced to two years' imprisonment. A general lock-out has taken 'place in the building trade in Berlin,
