August 18. After their defeat at "Worth and Spiohem, the entire French line commenced to retreat from the frontier, followed hv the victorious Prussians, who advanced from all points into the country. The Oown Prince had his quarters at Saverne la^t Monday, and the array of Prince Frederick Charles and General Steinmelz was also advancing. G-reat dissatisfaction prevails in France at the recent defeats. The Emnress issued ft proclamation calling on Frenchmen to be firm and orderly. The Charabe r s met on Tuesday, and a fierce and stormy sitting ensued. Jules Favre declared that the Emperor, having shown himself incapable, should be recilled. nnd finally a hostile vote against the Ministry was adopted, and they resigned. General Montauban, better known as Count Palikao, then formed a Ministry, which consists of M. Cherreau. Minister o p the Interior ; M. Maggie, Minister of Finance ; M. Clement Dupernois, Minister of Agriculture ; Admiral G-enouiaiiv, Minister of Marine ; M. Jerome David, Minister of Public Works; the Prince T)e la Tour D'Auver<mo, Minister of Foreign Affairs; and M. Grandperrof, Minister of Justice. The Emperor resigned the command of the array to Marshal Bazaine, though he remained at Metz. Another defeat will probably smash the Empire. The last news states that the Germans, have invested Strasburg. The garrison is totally inadequate to defend it. - The three bodies of the Prussians have effected a junction, and now form an unbroken line across the French frontiers, while the advance guard of the Prussian ,army has penetrated 40 miles into French territory. Various rumours are current as to the whereabouts of the Prince Imperial, but the general belief is that he is in Paris. In the House of Lords on July 28th. Earl Granville explained that England had done everything to avert the war, but without avail. On August 1, a debate took place in the House of Commons on the naval and military defences of the Kingdom, when Ministers assured the Honse that everything was in a most satisfactory condition. . On August 8, Mr Gladstone announced that a special treaty to continue for one year after the cessation of the . war, had been agreed to by England, France, and Prussia, to secure the, neutrality of Belgium. Parliament was prorogued on Tuesday last till October 27th. The Prince de Joinville and the Due de Chartres volunteered their services to the French army. Mr Odo "Russell, who has long been resident at "Rome, is now Under-Secretary of State for Foreign Affairs, vice the Hon. Spring Bice, deceased. The English, Scottish, and Australian Chartered Bank has declared a dividend of 7 per cent; A new contract ha* been made by the Imperial Government with the P. and O. Company. The subsidy is fixed at £450,000, the service to be a weekly one, via Brindisi, when the Mont Cenis tunnel is completed. Liverpool may be substfstuted for Southampton as the point of departure and arrival. The mails from the colonies, via San Francisco, were delivered on the 25th, in 58 days from Sydney, and 49 days from Auckland. Mr Donald M'Lean, member of the Executive Council of New Zealand, has been appointed an honorary member of the 3rd class of the Companions of the Order of St. Michael and St. George.
