UNITED STATES. On the 16th the colored citizens of Washington celebrated the ratification of the suffrage amendment by a torchlight procession. The President has sent a special message to the Congress respecting Canadian fisheries, which bodes future troubles. He has sent a small war steamer to protect the American fishermen.
