BUSSIA.
A telegram dated St. Petersburg, November 16, says that the project for a treaty of alliance, offensive and defensive, between France, Austria, and Russia, has been submitted by Prince Gortschakoff to the French Minister, andsent by the latter to tha Emperor Napoleon. The contemplated duration of the alliance is to be for three years, renewable on six months' notice. Each party to the alliance is to keep a standing army of a stipulated strength.
