London, March 15. The Victorian railway loan is a partial failure. It was offered twice, and only £700,000 was taken. The Victorian Government is censured for fixing the reserve at par. The agents await further instructions. The wool sales were seriously depressed, and prices are 2d lower since the November sales. Over two hundred thousand bales are expected for the May sales. Admiralty tenders have been issued for 200,0001bs of Australian preserved boiled beef. The inaugural dinner of the Colonial Society was well attended. The speakers at it were Mr Gladstone, Lord Granville, Mr Beverdy Johnson, Mr Childers, Sir J. Pakingeon, and Sir Stafford Northcote. The Queen has contributed £150 to the British Colonial Emigration Fund. A public meeting has been held, at which it was resolved to seek Government assistance, and form an Emigration Committee, composed of members throughout England, to help the unemployed to emigrate. The retrenchment in the colonial military expenses will be over hr 7 f a million sterling. Copper and tallow are lower.
