BELGIUM.

In Belgium a feeling of temporary irritation exists towards France. It appears to have arisen out of the Eastern railway question. It was agreed to sell to a French company a section of the Luxemburg line, with a view — it is said, by the supporters of the transfer — to increase the commercial intercourse between the two countries. The Belgian Chambers, on an investigation, passed a vote prohibiting the railways of the countiy being* transferred to foreign companies, and alleging that the decision was based on the fact that the purchase would nullify the London Convention, whereby the Duchy of Luxemburg was 1 neutralised, because the eastern line of France connects the great fortresses and ' arsenals of Paris on the one hand, and * those of Brussels on the other. In < other words, Belgium feared that she would * be swaileowd np by her big neighbor. Tbe affair has been substantially compromised. The Belgian Government carried their point.
