FRANCE.
Nothing important has taken place since last mail beyond a verbal warfare with Belgium. There has been a rising of one of the native tribes of Algeria. It was at once put down. Some maintain that there will be war in spring, and quote as symptoms an order of Marshel Niel, prohibiting marriages in the army before July, and the applications for general commands, which, according to barrack talk, are about to be created.
