London, Jan. 22. The elections for the Spanish Cortes have terminated. There is a large majority in favor of monarchical government. A conference of the European powers on the Turkey and Greece question assembled at Paris, and terminated its sittings on the 17th inst. A declaration was agreed to, admitting the justice and I legitimacy of the first three points of the Turkish ultimatum. Greece is to be invited to regulate its conduct by the rules of international law. Turkey is prepared for the withdrawal of her ultimatum, provided that Greece accepts the recommendation of the Conference. The great powers have agreed to observe strict neutrality in the event of the resolutions of the Conference being disreJ garded by Greece. | Telegrams from Constantinople state ! that the Turkish squadron had left for , Crete. The King of Greece assured the Turkish admiral that the war steamer Enoase should not Jeave, pending the decision of the Conference. The Viceroy of Egypt has offered the Sultan of Tu.key assistance with an army of 15,000 men. Napoleon's speech at the opening of the Chambers is considered pacific and reassuring. He said that the law which had been passed for the re-organisation of the army, and the supplies which had been granted, so strengthened his policy that confidence prevailed throughout the country that France was in a position to face all eventualities. The army and navy had been strongly reconstructed on a peace footing, their effective strength not being less than under the old system. The armaments had been improved, and the arsenals and magazines filled. The reserves have been drilled ; but all is in favor of peace. France is in a position to proclaim her desire to maintain peace without the possibility of being accused of weakness. Her relations with all foreign Powers were most amicable. The Emperor concluded by expressing his conviction that the nation would approve and sanction his policy ; it did not wish for revolution, but wished for peace. The destinies of France were in intimate alliance with progress and liberty. The Ottoman Minister at the Persian Court suddenly left Teheran for Constantinople iv consequence of a misuudersfandiug on the question of inroads on the Persian frontier. Numerous de nonstrations had taken place throughout Italy in opposition to the collection of the grist tax. The convention regarding the Alabama claims is similar in its nature to that signed by Lord Stanley. A great battle has been fought between the Brazilians and the Paraguayans, resulting in the total defeat and destruction of the Paraguayans. Lojez, with 200 followers, escaped. The war was considered over. The Prince and Princess of Wales have arrived in Berlin. Spain is, through England, negotiating with the Government of the United States for the sale of Cuba. Sir H. Stacey, whose return as mem. ber for Norwich was petitioned against, has been unseated for bribery. The Secretary of the Admiralty has issued a circular urging the observance of rigid economy in every branch of the navy. The offica of Governor of Greenwich Hospital has been abolished. An order has been promulgated by the Privy Council prohibiting the use of alter lights in churches. The Great Eastern has commenced to ship the Atlantic submarine cable which she is to lay between Fraace and America. The manufacture of 1,000 nautical miles in length has been completed. It is stated that Petropaulaki, his son, the remaining insurgents, and the Volunteers in Crete, have all surrendered to the Turkish authorities. The Sublime Porte has purchased two new iron- clad men-of-war. Several agrarian outrages have occurred in Ireland. The Duke , of. Argyle, the Secretary of State for India, in Council, has passed a resolution eulogising the late Sir Herbert Edwardes, and recommended that a monument should be erected to his memory. Latest intelligence from France announces that the Procureur-Imperial of Toulouse has resigned, in consequence of being blamed for his leniency towards the press. A Carlist conspiracy has been detected in Spain, and Republicanism is increasing. Sir C. Trevelyan, in a speech on the occasion of his re-election, announced that he approved of the permanency and irresponsibility of the office of Com-mander-m-Chief. Sir Stafford Northcote has been elected Governor of the Hudson's Bay Company. The French Budget has appeared. The receipts for 1868 have increased by thirty-four millions of francs. The report dwelia on the revival of confidence, and the efforts of Napoleon in favor of peace. It is stated that the members of the Cretan Provisional Government have have been captured, after a fight in which four of. them were killed. The others who are compromised by correspondence are now in the hands of the Turkish authorities. Latest telegrams from Spain state that the Provisional Government has issued a manifesto appealing to the public ap. proval. Monarchy is again recommended. Archbishop Cullen and other bishops of the Roman Catholic Church in Ireland, have declared disestablishment and disendowment of the Irish Church to be I indispensable. | Mr Gladstone has promised reductions in the expenditure, and also to remedy the grievances of ratepayers, and secure free voting.
