Porto Rico is reported to have declared its independence, and a fleet has been despatched thither. Queen Isabella has published a protest. She states that a monarchy embodying fifteen centuries of struggles, patriotism, victories, land grandeur, could not be destroyed by fifteen days of perjury and treason. She has faith in the future. The glory of the Spanish people had ever been connected with their kings. " Misfortunes of kings," she says, " fall heavily on the people." The United States has recognised the Junta.
