A Ministry has been formed. Marshal Serrano is President; Admiral Topete has charge of the Marine Department ; General Prim is "War Minister ; Signor Eiguerola, Minister of Einance ; Lorongana, Minister of Eoreign Affairs ; Ultoa, Minister of Justice ; Sagasta, Minister of the Interior ; Ayala, Minister of the Colonies ; and Euis Eorilla, Minister of Public Works. Moreno Benetse has been raised to the governorship of the capital. The presidency has been offered to Espartero, and declined. The Cortes have been summoned. A dreadful famine has commenced in Castile and Estremadura. The Junta promised to give the working men employment. Cuba has recognised the revolution. Porto Rico is reported to have declared its independence, and a fleet has been despatched thither. Queen Isabella has published a protest. She states that a monarchy embodying fifteen centuries of struggles, patriotism, victories, land grandeur, could not be destroyed by fifteen days of perjury and treason. She has faith in the future. The glory of the Spanish people had ever been connected with their kings. " Misfortunes of kings," she says, " fall heavily on the people." The United States has recognised the Junta.
