The Provincial Chambers of Buenos Ayres were opened by Governor Alsina, who in his speech condemned the Paraguayan war, and censured the general acts of the National Government. The latest advices from the seat of war are considered unfavorable to the allies. Specie payments have been resumed at Monte Video by order of the Government. Two banks suspended payment in consequence. Baron Mana announced immediately that he would place the Monte Video Bank in liquidation. Two thousand foreign troops have landed to protect the Custom-house and banks there.
