London, March 10. There has been a change in the Turkish Cabinet. All the Ministers have resigned except the Grand Vizier. Mahomed Emm, Ali Pacha, and others have been appointed to succeed them. St. Petebsbttbg, March 10. Russia has been strongly urged upon by the "Western Powers to a scheme for the independant union of the Danubian Principalities. The Nicolai Railroad is to be disposed of to a newly formed Russian Company. The terms of sale have been settled. The property rights of Americans in the material and rolling stock of the road, are protected by the provisions of sale. Bebliit, March 10. A Bill for ratifying the treaty just concluded between representatives of the United States and North Germany has been introduced into the Council. A commercial treaty between the Zollverein and the Austrian Government has been concluded and signed. Vienna, March 10. The Imperial Minister of Eoreign Affairs, in reply to a Magyar delegation which waited upon him with an address, said he realised the importance of preserving friendly relations with all Euro- j pean Powers, and especially with the King of Italy.
