A bill has passed the House of Representatives declaring that, no recognised civil government exists in the states lately in rebellion ; transferring all powers of removal and appointments in those states under the Act from the President to the general commanding the army ; and making it a high misdemeanour for the President to employ the army and navy to enforce the authority of tLe present civil governments in the rebellious states. On the 14th January Stanton resumed possession of the War Department. General- Grant voluntarily surrendered the keys, on the receipt of the resolutions of the Senate not concurring in the suspension of. Mr Stanton. . General Graut notified to President Johnson that his functions as Secretary of War ad interim would cease the moment he received notice of the action of, the Senate. It is reported that President Johnson has announced that he will issue all military orders through General Grant, ' instead of Secretary Stanton. , Generals Grant and Sherman have had a long interview with President Johnson, and it is said that they have been urging Mr Stanton to resign. Congress has passed a new bill repealing the internal tax on cotton. A : frightful railway accident has occurred near Buffalo. Fifty passengers were thrown down the embark tnent.. The carriages at the same time took fire, and all the passengers but two perished. The latest advices from New York, per the Atlantic cable state that Mr. Thornton had been presented to ; President Johnson by Mx Seward, and had met with a most cordial reception. Gold 140 sterling.
