The budget of '. last year showed a deficit of twenty-six l millions of francs compared with the estiL mates of the previous year. 189 millions of francs are necessaiy to cover the outlay for the year. Notwithstanding the friendly feeling ■ said to have recently grown up between ■ the Governments of France and Prussia, there are indications that old jealousies are not wholly removed. The St. Petersburgh journal announces that while Eussia claims no preponderance of power for herself, she will not suffer the arrogancy of it by any other state. At the same time news comes from St i Petersburg that all the other journals speak in favour of the maintenance of peace. The " Friendenbl.itt " of Vienna asserts that a Bulgarian insurrection, organised by Eussia, will break out in a short time. j The Russia- Bulgarian committee, it says, , j is openly working, and its sub-committees j are- actively engaged in stimulating the j I people to revolt. Arms are provided, j ready for distribution. The leaders ara prepared, and are only waiting the signal to take their place. At a banquet at Prague to the new Austrian Ministers, there was a manifes tation on the part of the Czech portion of the inhabitants. The German Theatre aud other public buildings were attacked with stones, and the windows were broken. Four infantry battalions and a regiment of cavalry were called to preserve the peace. Several citizens were wounded. Ten French newspapers have been condemned to a fine of a thousand francs each for illegally publishing the recent debates in Parliament. The prosecutions against the other seven were abondoned. Active preparations for war were going on throughout France. Much jealously and uneasiness prevails regarding the Abyssinian expedition. A new conspiracy has been discovered m the Pontifical army.
