He! considered that officer was entitled to someremuneration. Mr HATSiiX.s.econded the motion. Mr JohkstgsT' must oppose the motioti. It was a General G-6 vernment appointment, and-lhe pouncil- had nothing tado with it. It would be a bad precedent for the Cduncil r to. supplement; General Gr6 ; vernment officers in this way. . The General A ss&nWy was tie right' .body to apply to in |his"matt6r. "V. After epipe^ di'scussibn 3 ' during which the Treasurer stated -that- the Government would not .oppose the votes, inasmuchas although a General 1 Government officer the province had ultimately to pay the salaries, with,,-. the consent of the House, the motion was withdrawn^ THE ORETrtBRIDGH-AND'EESERVE. The TBEAfjjBEB moved .the suspension of the Standleg "Order* 27, .in- order to enable him tp; ; bring in a Bill to more clearly definecthe- Oreti Bridge and ; Heserve Lease. sr Leave having been granted, he moved— " That the Oreti ]Ferry r Leas:. ing Ordinance,'r be read a first time, and made an ordei^jof. the .day for the next sitting. Tile >Bili was read accordingly. %&HOJ^;RP4I>; : v ■<'■■': ' Mr Giebke moved.— "That the sum of £100 be placed -on the 7 Estimates as a subsidy to t|iis~roa^" it.was one that was much usedjiiol only by" the settlers themselves, but rb,7- travellers. yThe -settlers/ he understood, were willing to give in- laboror money, their Bhare^f th,e' cost; of the' work whicH ? w^ a most- important i one ■.[ Mr Johnston seconded themotion. He thought if dis£ric£.roads,w.ere recognised by the Government, this one merited special consideration^ _ It r w^s the,, onlyway to the district' mill,., and. . T was. also much used for general traffic. Mr Peabson believed ,in subsiding district roads, and .would be glad to see £2,500 appropriated for that purpose, upon a fair ana^equitable system- — a system that gave^to none' but those that contributed themselve&. It, would- be a stimulant to'alLito .act promply,-in order to get a share before the vote ypasjexr hausted. ~^ ■;. . ;■ •, i- y {,.. . • Some discussion .took •': place, -during which the Teeas.tje.eb. explained. that the' Government would, not oppose the'Tpte^; It desired to to subsidise district" roads to the full extent of its means, where, the settlers showed.. a. dispositi6n:to contribute. Mr Glerke said,. that after what had; been advanced by- the- Treasurer with the, consent of the seconder of his motion he;; he would witharaw : -i%j\ understanding ; that the Government would -grant "• the subsidy, and only give grants to districts, that were prepared to -bear- a fair share tof the expenses of the work, they desired to, be done. - • '■■<■>' THE LTOENSiNQ- OKDT^AN.CE ■■> The Teeasubee moved,.. Mr M'Gi-ttee seconded : — " That the Licensing Ordi- C nance 1865 be read a- third time. • Mr CatjDEE moved' as an amendment, " that it be readr again that . day^ six months." He could.. not agree that the bill was calculated to' be an improve^ mentonthe existing one,.and it -\vas unwise in altering and amending ordinances session after session. ' ! Since 1865 there had been no less than three changes. He did not believe " in, . this - system of " tinkering" with* legislation. It would be far better to wait' and gee what the General Assembly would do"in the -excise question before any further changes were attempted. ■ ;.■ Mr Peaesoit seconded the amendment. He opposed the bill on the ground that it was not likely to be an .improvement on the existing- o.ne, and- again, that the suggestions of a. deputation of the Licensed Yictuallershadnotbeenaccepted. Again, this was a question that ...would, be best dealt with by the "General Government. There should be.. a Colonial Licensed Act. Victoria had but one law and it worked well/ . A discussion followed, when Messrs Johnson, Lumsden, /Armstrong and Clerke, supported the ..motion,- -and Di 4 Hodgkinaon and -Mr -Dairy mple "opposed it. ' <■'"••.-:, -;■:.'. .-/.■■■.!■."..
