FRANCE.
Pabis, Sept. 21, Evening. The France of this evening, commenting upon the recent circular of Count Bismarck to the Prussian diplomatic agents abroad, says : — " It is not France that provokes the national susceptibility of Germany. It is Prussia that provoke* the susceptibilities of France. Prussia's policy is irritating. In this she is wrong, as the French people are not over exaoting towards vanquished enemies, and do not like any other nations to be exacting towards them, especially when it hat had neither the opportunity of nor honor in vanquishing them."
