DUNEDIN.
Sept. 30, 11 a.m. Wellington, Saturday. — A Bill to declare the Liability of the Colony for Provincial Loana was introduced, last night by message. The gist is contained in the second clause. The principal, interest and sinking fund payable upon all Provincial Debentures already issued or hereafter to be issued in accordance with the provision this act under authority any acts or Ordinances of Superintendents and Provincial Councils of Colony specified in schedule A of this act shall from after passing act be charged upon and paid outof Consolidated Eevenno ot the Colony oi -L\ew Zealand, and Colonial Treasurer shall from and after such day or days as fixed by Governors proclamation in respect of Debentures of any particular Province pay all such interest as same falls due at such time and places as such inrerest may be payable. Otago Loans included the £15,000 £50,000, £500,000, £50,000, (Harbor) .£50,000, (Public Buildings). Consolidation Loan Bill also introduced authorises G-overnor to appoint agent for raising it in Great Britain or elsewhere, managing seven Million Loan for such period subject such terms may think fit interest sinking fund if any not exceed six per cent. Agent may receive Provincial bonds exchange but all through bill details left to his discretion. Reported agent will be one of the Ministry go home probable Pitzherbert. Agent may subdelegate duties. Bankruptcy Bill passed committee. Legislative Council, class 5, estimates passed. £2000 struck off Otago Postal Department. Otago Customs estimates passed. Estimates miscellaneous special temporary objects amounting .£42,517 15s 4d, General charges and £5000 provincial charges for " Advances Native Land Courts " been passed with exception of gratuity to Dr Mouat land professional services for three years while had medical charge of Colonial Forces £500 struck out.
