r There is every reason for congratulation on the> result of last evening's decision of the Provincial Council. The motion affirming the desirability ;.q§>i completing a line of railway to the Mataura has been carried, after a very lengthy and animated debate. The division was — for the motion, 10 • against it, 7. Therefore both the propositions of the Gfeneral Grovernment regarding the railway scheme have been almost unanimously adopted by the people of the Province. We regret that our Summary precludes the publication of a full report of tbe proceedings in Council on this particular subject.'-
