Advices from Matamoras of the 11th inst., state, that Monterey and Satillo fell into the hands of the Liberals on the 28th ult., and thot Tampico was occupied by them on the first inst. It was also stated that Gren. Lew Wallace, late of the United States Army, had arrived at Matamoras with a supply of arms and amunition for the Liberals. Letters from President Juarez to the MeYJffim Consul at Washington, states tMpPpLiberal force had been sent from Chmuahua to El Paso. It was thought that Durango would be evacuated by the French. The Emperor Maximilian has issued a decree making changes in his Ministry, and calling upon the Mexicans to rally around his government that peace, order^ and tranquility might be restored to Mexico.
