ROME.
The condition of Rome is unfavorable. Trade is depressed. Constant failures occur. Eood is dear, and specie scarce. Brigandage abounds. The people accuse the Government of being the cause of the evils. The Papal Government has been necessitated to conclude a new loan of fifty millions of livres, guaranteed upon the ecclesiastical property. Cardinal _u_tonelli is forming a project with representatives of foreign courts, for uniting the Catholic powers in a treaty guaranteeing the Papal territorities to the Pope.
