One of the standing orders of the Provincial Council states, that in cases for which their own rules do not provide, they are to follow the standing orders of the House of Conrmons." Now, shy one of the rules of the .-'House of Commons is ttiat no resolution, after being negatived, can be submitted the second time '-'during the same session.
