FRANCE
The King of the Belgians is on a visit to the Emperor Napoleon at Vichy. It is reported that his object is to try and re-cement the British alliance with France. The Government ura desirous of culling a Telegraphic Congress together to regulate telegraphic communication in Europe. The Congress is to meet in August. The Pays states that France opposes the German claims to annex the northern part oi' Sehleswig, inhabited by Danes, and warns Germany not to violate the principles of equity,
