(From the Times. August 22.) Tariffs. — A re'urn ba9 been published to-day of nil alterations made by foreign Governments in their tarifis during the past year. From this it appears that Russia Uns made a reduction in her rates upon agricultural implements and certain cotton manufactures; Sweden has made a redaction in the duty on brandies ; Hamburg has removed the duties on slates and cement; EoHand has made extensive changes in her entire system, nearly the whole <>f whole of which, <cnnststs of important reductions. Some ■classes of iron goods and of textile manufactures, including woollen and hosiery, constitute exceptions, tke rate* on these hiving been aMgmented. Belgium als#, has lowered many of her rules, but raised them on va-rious-articles of and woollen -manufactures. France has advanced her rates On tf&garsnnd removed those on raw "silk, bones, and parchment, und lowered those on some kinds of fish, ( various chemicals, and other miuor articles. Portugal has made nduc ion 9 on some kinds of a la^*>, cariha, .uraro, -oriao, -piificr, cuudles and cottons. Greece has made a reduction of 25 per cent, ou a numerous list of articles. Turkey has. ! made a. large reduction in her export duties, but the new rate of 8 per cent, ad aalbreiu on imports* is in geneml an increase on the previous rates . The United States figure on 'tbe retrograde side, j an enormous augmentation^f duty being shown on almost every article of importance. "Venezuela has removed her import duty on machinery for the cultivation of cotton, and reduced her export duty . on cotton- New Grenada has made several changes — mostly reductions.
